Unfortunately not a lot of people want to, you know, get it exposed, repair it, and get it upright. If there was an emergency, they can go outside, they can turn their water off real quick rather than fumbling around looking for the meter key, looking for another key to unlock the manhole cover. At that time it's precious when there's an actual leak. Absolutely precious.
